Syracuse Review Board Halts Probes After Court Ruling

The Syracuse Citizen Review Board has paused its investigations into police misconduct following a recent court ruling. The decision comes after a New York State Appellate Court found that a similar board in Rochester had overstepped its bounds, violating the state Civil Service Law. The Syracuse board is now taking time to reassess and improve its policies and procedures.

The Syracuse Citizen Review Board, established in 2011, was designed to independently review complaints and recommend actions regarding police misconduct. However, the recent court decision against the Rochester Police Accountability Board has prompted Syracuse to halt its investigations and consider changes to its operations.

According to WSYR-TV, Syracuse's board administrator, Nolita Tanyhill, emphasized the opportunity to "reflect, re-invent, rebuild, revamp, and become greater." The board currently has nine open cases from the first few months of 2026.

The ruling in Rochester has raised questions about the legality of the Syracuse board's investigatory powers. The Syracuse Common Council, which oversees the board, is tasked with ensuring compliance with the court's decision. Mayor Sharon Owens and Police Chief Mark Rusin are involved in discussions to redefine the board's role while maintaining its importance in strengthening community relations.

The Syracuse Police Department will continue to collaborate with the board in reviewing policies, identifying training opportunities, and engaging in community outreach. Meanwhile, the Rochester City Council plans to appeal the ruling to the New York Court of Appeals, the state's highest court, as reported by CNY Central.

The future of the Syracuse Citizen Review Board remains uncertain, with potential changes to its functions and operations. The board's budget and the status of its investigator's salary are also under review, as noted in a Syracuse.com report.
