Oswego Health Opens Primary Care Clinic in Clay Next Week

A new primary care clinic is set to open in Clay next week, bringing fresh healthcare options to northern Onondaga County. Oswego Health Medical Practice, a nonprofit, multi-specialty healthcare group that has served Central New York for more than a century, will open its Clay PrimeCare clinic on Monday (March 2). The new office is located in the Belgium Meadows Office Park at 3448 State Route 31 in Baldwinsville.

The roughly 6,000-square-foot clinic will serve patients ages five and older and has capacity for up to 2,000 new patients. The office will enter a market that already includes other primary care providers, such as FamilyCare Medical Group and physician networks tied to Syracuse's three hospital systems.

Dr. Andrew Rogall, a board-certified family medicine physician who has been with Oswego Health Medical Practice since 2019, will lead the new clinic. Rogall earned his medical degree from Saba University School of Medicine and completed his family medicine residency at LSU Family Medicine in Lake Charles, Louisiana, where he served as Chief Resident. He is also a Clay resident himself, bringing a personal connection to the community he will be serving.

Michelle Burns, FNP, a lifelong resident of Phoenix, New York, will join the clinic in April. Burns brings more than two decades of clinical experience to the role. She earned her Master of Science as a Family Nurse Practitioner from SUNY Upstate Medical University in 2024 and has held positions at St. Joseph's Hospital, SUNY Upstate Medical University Hospital, and several other regional facilities.

The clinic will also feature an on-site laboratory to support faster diagnosis and treatment. As part of a second phase, Clay PrimeCare plans to add rotating specialty care hours starting in summer 2026, covering orthopedics, general surgery, and gastroenterology.

Jessica Bouchez will serve as site manager, overseeing day-to-day operations at the new location.

According to syracuse.com, Oswego Health CEO Michael Backus described the expansion as a growth strategy, not a retreat from the system's core service area. "This is not about moving care away — it's about growing it," Backus said. He also cited the anticipated arrival of Micron Technology as a factor in the region's expected population growth, with Clay's current population of roughly 60,000 projected to climb by 20,000 in the coming years.

A recent Onondaga County health survey found that roughly 90% of residents had recently seen a primary care physician — but that still leaves more than 45,000 people who had not. Backus noted that Onondaga County residents already visit Oswego Health facilities about 10,000 times per year.

Opening the new Clay office will cost $150,000. Oswego Health has said it plans to recruit an additional physician in spring 2026, which could raise the clinic's total patient capacity to 3,300.
