A registered sex offender with multiple prior convictions has been arrested and charged with rape following an alleged assault in Salina.

Felix S. Geel, 43, of Syracuse, was taken into custody on Monday (February 16) after New York State Police responded to a reported domestic dispute on Wilbert Drive in Salina around 9:45 p.m., according to state police.

Troopers found a female victim at the residence who reported being assaulted and raped inside her home. Geel was located inside the residence and arrested without incident.

The victim was transported to Upstate University Hospital for evaluation and treatment of her injuries.

Geel faces multiple felony charges including first-degree rape and third-degree criminal mischief. He has also been charged with misdemeanor counts of assault and criminal obstruction of breathing.

According to the New York State Sex Offender Registry, Geel is classified as a Level 3 sex offender—the highest risk designation possible. His criminal history includes multiple prior rape convictions, including a 2011 conviction for third-degree rape of a 16-year-old girl, for which he served three years in prison.

The registry also documents earlier convictions in 2008 and 2009 for third-degree rape and sexual misconduct, respectively, both involving 16-year-old victims. For those crimes, he received sentences of 10 years and six years of probation.

Geel is currently being held without bail at the Onondaga County Justice Center as the investigation continues.
