Mark Rusin Sworn In as Syracuse's New Police Chief

The Syracuse Police Department welcomed its new chief, Mark Rusin, during a swearing-in ceremony on Wednesday (January 14) in the Syracuse Common Council chambers. Mayor Sharon Owens administered the oath of office to Rusin, who is taking over from the now-retired Chief Joe Cecile. Cecile retired after a remarkable 40-year career with the department, including four years as chief.

Rusin, 42, has served with the department for nearly 20 years and becomes the youngest chief to lead the department in over a century. During his speech, he reflected on his career, stating, "The profession changed the trajectory of my life. I will forever be grateful for the opportunity, and I will remain committed to honoring it every single day." Rusin plans to build on the work of his predecessor, focusing on enhancing public safety, strengthening police-community relations, and promoting officer wellness.

Mayor Owens praised Rusin's deep understanding of police policy and law, calling him "probably one of the smartest people I’ve ever met in my life." She emphasized that the community will benefit from his leadership and commitment to the police department.

Rusin's approach to leadership involves listening and collaborating with his team to develop a strategic agenda for the department in 2026. Alongside Rusin, several deputies were also sworn into their new roles.

Rusin's appointment marks a new chapter for the Syracuse Police Department as it continues to address public safety challenges and foster stronger community ties.
