Oswego Residents Anxious as Shutdown Delays HEAP Aid

Oswego County residents are growing concerned as the federal government shutdown continues to delay the Home Energy Assistance Program (HEAP) payments. The Oswego County Department of Social Services announced that HEAP, which helps low-income residents pay for heating, is on hold until the federal government resumes operations. This delay comes as temperatures begin to drop, leaving many residents worried about staying warm in the upcoming winter months.

HEAP is funded by the federal Department of Health and Human Services and is vital for nearly two million New Yorkers who rely on it for heating assistance. Originally, the program was expected to open by November 17, but it has now been postponed indefinitely, according to Oswego County Department of Social Services Commissioner Lee Sullivan. "It's one thing to lower the thermostat a few degrees and throw on an extra sweater or blanket, but many of our rural residents rely on propane, heating oil, kerosene, or wood pellets to heat their houses," Sullivan explained. "If they can’t afford these fuels, there is no heat at all."

Residents experiencing a heating emergency can contact the Oswego County Department of Social Services at 315-963-5000 to see if they qualify for a one-time emergency Temporary Assistance payment. Those receiving Supplemental Nutrition Assistance Program (SNAP) or Temporary Assistance will have their eligibility assessed without considering HEAP as an available resource.

The federal shutdown has also delayed SNAP benefits, prompting local food pantries and nutrition programs to step in and provide immediate food support. The Oswego County Department of Social Services continues to coordinate with local food providers and community partners to offer additional resources as they become available.
