The City of Syracuse and Clear Investment Group have agreed on a remediation plan for the Skyline Apartments, a 352-unit property on James Street. Approved by the New York State Supreme Court, the plan requires Clear Investment Group to address significant issues, including asbestos and damage from a burst standpipe. The company has until April 30, 2026, to complete the necessary repairs and prepare the building for occupancy.
Mayor Ben Walsh announced the agreement, emphasizing the importance of restoring Skyline Apartments to a safe and affordable living space. "Syracuse needs Clear to deliver on its promise to restore Skyline Apartments to a quality and affordable place to live," said Mayor Walsh. The city had previously filed a lawsuit against Clear Investment Group for failing to fulfill a court-authorized rehabilitation plan and address ongoing code violations.
The remediation plan includes detailed deadlines for repairs and upgrades to utilities, infrastructure, and living spaces. If Clear Investment Group meets the remediation scope, they may receive partial certification, allowing occupancy in parts of the building before the final deadline. The city will conduct weekly inspections to ensure compliance, retaining the right to re-file litigation if Clear defaults on the agreement.
Skyline Apartments has faced numerous issues, including infestations, plumbing problems, and structural damage. The property was also the site of the 2021 murder of 93-year-old Connie Tuori, highlighting the urgent need for improvements. As part of the agreement, Clear Investment Group will work to bring the building up to code under the name "The Metropolitan."
The city's agreement with Clear Investment Group follows a recent $800,000 settlement secured by Legal Services of Central New York on behalf of former tenants. This settlement concluded a four-year class action lawsuit against the previous owner, Green Skyline Apartments, LLC. The city and Clear Investment Group aim to have the property ready for occupancy by the end of April 2026, ensuring a safe and livable environment for future tenants.
