In Oneida County, 35-year-old Katelyn Carstenbrock was arrested following an animal cruelty investigation after authorities discovered an emaciated horse on her property. Deputies from the Oneida County Sheriff's Office received an anonymous tip on July 28 about a potentially neglected horse on Rabbit Road in Floyd. Upon investigation, they found a severely emaciated female quarter horse named Girly.
The horse was immediately taken for treatment and evaluated by a veterinarian from Oneida Equine Service, who confirmed her emaciated condition. Carstenbrock faces charges under the Agricultural and Markets Law, Section 353, which includes overdriving, torturing, and injuring animals, as well as failure to provide proper sustenance, both misdemeanors. She has been issued an appearance ticket for Floyd Town Court on a later date.
According to the Rome Sentinel, the horse was found on Carstenbrock's property after deputies responded to the tip. The case highlights ongoing concerns about animal welfare and the importance of community vigilance in reporting suspected cases of neglect or abuse.
LocalSYR reports that Carstenbrock is expected to appear in court, where she will face the charges against her.
