State lawmakers have finalized a bill to legalize, tax and regulate recreational marijuana. The bill would legalize selling cannabis to New Yorkers aged 21 and older. Governor Cuomo says the legislation could bring $350-million in annual taxes and potentially create 60,000 jobs. State legislators will vote on the bill this week- possibly as early as Tuesday.
