The state budget deadline is Thursday, and both the Legislature and governor's office are still trying to hammer out a final agreement.
One of the biggest hurdles during negotiations are potential tax hikes for wealthy New Yorkers. Both Governor Cuomo and Republicans are hesitant to include them in the budget, however Democrats believe they're needed so the state has at least one recurring revenue stream.
