Syracuse, N.Y. - A repeat sex offender could spend up to seven years in state prison.
30-year-old Garrett Monds pleaded guilty to unlawful surveillance after he recorded women in a public bathroom for a 6th time.
Monds' most recent offense took place at the Walmart in East Syracuse.
Monds has done the same thing in women's restrooms all across Onondaga County.
He was sentenced to 3 1/2 to 7 years.
