Utica Murder That Delayed Road Race Has Ties To Cicero

Utica, N.Y. - A Cicero man is a “person of interest" in the death of a teen-age girl in Utica.

According to police 21 year old Brandon Andrew Clark, of Cicero is accused of slitting the throat of 17-year-old Bianca Devins and leaving her to die in her car. Utica police have authenticated photos Clark shared on the internet of the dead woman. Clark also slit his own throat and is currently in the hospital.

Police found the girl after receiving a number of calls, to locate the supect and victim.

The investigation of the death delayed the start of the Boilermaker race on Sunday.
