State Police say they've arrested a Moravia woman after they caught shooting up heroin on the shoulder of route 81.
Troopers say an officer spotted a car on the shoulder of 81 in Cortland County overnight with it's emergency flashers on. When the officer checked out the welfare of the driver, he witnessed 25 year old Kayla Rothwell was actively using heroin by injecting the drug into her arm.
A search of the vehicle found a small amount of heroin, several syringes and other drug-related material. Rothwell though was not found to be driving while impaired.
