A Rochester-area teacher has been arrested and charged with peeping on young girls while they changed their clothes.
Terrance Hoctor has been charged in the case. He's a teacher in the Webster School District. Police say he videotaped two female students in the teacher's rest room while they were changing their clothes.
One victim though thought she heard a smartphone ding in the bathroom and then noticed Hoctor quickly leaving the room and she reported the incident to her parents, who in turn, called police.
Police say Hoctor told the 9 and 10 year old girls to use the teachers restroom to change because it was cleaner than the student's restroom..
