Oneida County Sheriffs Deputies have arrested a Level 3 sex offender again after he forcibly touched a female victim. Deputies says they've nabbed William Moonen the Second on sex charges.
He was arrested in Rome after an investigation revealed that he had subjected a female teenager to inappropriate contact while in the City of Utica last month. Moonen is now being held on $2,500 dollars bail and a order of protection has been issued for the victim.
He's been charged with Forcible Touching and Endangering the Welfare of a Child. Level 3 sex offenders are most likely to commit another sex-related crime.
