State Police have arrested a Lewis County man on rape charges.
29 year old Richard Miller Junior Of Constableville is accused of having sexual intercourse with a 16 year old victim in Oneida County. Miller has also been charged with A Criminal Sex Act Third Degree, which is a felony, and Endangering the Welfare of a Child.
Miller is now being held in the Oneida County Jail on $10,000 bail. The victim is now being offered counseling services.
