Syracuse, N.Y. - A repeat sexual offender is charged with unlawfully recording women in a public bathroom for the fifth time.
Garrett Monds had already been sentenced to two to six years in prison in May of 2018 for using a cell phone to record videos of women in the bathrooms.
In March 2020, Monds was released on parole. Then just four months after his release...he was arrested again, this time for doing the same thing at an East Syracuse Walmart in July of last year.
He currently is in the county jail.
