Syracuse Police have arrested a person in connection with a Friday homicide.
A 17 year old was taken into custody following the death of 37 year old Stephen Phelps-Martans Friday afternoon. His identity has not yet been released. Phelps-Martans was found with gunshot wounds in the Westcott neighborhood, but later died from his injuries.
