Oswego, N.Y. - Oswego Police have arrested a Waterloo man for raping a child under the age of 15.
In relation to an ongoing investigation, 42 year old Dwayne Arruza is charged with second degree rape, disseminating indecent materials to a minor, sex abuse and endagering the welfare of a child.
