Albion, N.Y. - State Police have arrested an Oswego County man on animal cruelty charges.
Troopers say they found three dogs covered in their own squalor at 30-year-old Anthony Scott's Albion home on County Route 48. A fourth dog, which had died two days before, was also found in a garbage bag outside the home.
Scott claimed that the animal had stopped eating and he didn't have the money to take it to the vet. Veterinarians determined the dog was starved to death.
He's surrendered the three other dogs.
