Utica, N.Y. - State Police have arrested a Utica man for rape of a mentally disabled person.
46-year-old Roger Herne is accused of having sex with a female under 17 and who is mentally disabled.
The incident occurred in March of 2017 in the city of Utica.
The victim became pregnant and wound up having a child.
Herne is in jail on $50,000 cash or bond.
