Syracuse, N.Y. - Syracuse's new police chief says changes are coming to the department.
Chief Kenton Buckner says he's planning to take some officers off desk duty and put them back on the streets. The hope is to lower response times to emergencies while also improving efficiency. Buckner is also hiring dozens of new officers that will start with the department this year.
