Oswego, N.Y. - Oswego police say they have arrested a man 18 times in 4 days.
32-year old Robert Updegrove was arrested and released 17 times between May 9th and May 12th. Oswego police say Updegrove was released because of the bail reform law in New York and the charges did not require him to be arraigned.
He is banned from several businesses but continues to go into them.
His 18th arrest for stealing from a business has kept him in jail for now.
