Utica, N.Y. - Oneida County Sheriffâs have arrested a Clark Mills man for having sexual contact with an underage female child.
21-year-old Michael Kulpa is alleged to have had sexual contact with a 14-year-old girl. The incidents took place over several months in late 2020
Kulpa is in jail in lieu of $5,000 cash bail or $10,000 bond.
An Order of Protection has been issued on behalf of the victim and services have been offered to the child through the Child Advocacy Center.
