Albany, N.Y. - Governor Cuomo will lay out his fiscal blueprint in Albany today.
He'll be presenting his budget address at the Empire State Plaza. The governor is expected to discuss key issues in today's speech, which will also serve as his State of the State address. Those items include legalizing marijuana for recreational purposes, healthcare, a ban on single-use plastic bags, and a ban on stretched or remanufactured limousines.
The budget has to be passed by March 31st, which is the end of the state's fiscal year.
