The two men facing first degree murder charges in the death of an 11-year-old Norwich girl were also raping her when she was killed last week.
State police have now charged both Tobias Runstrom-Wooding and James Brower with the murder of young Jacelyn (JASE-lynn) O'Connor. In the criminal complaint against the men, the Chenango County DA says the men were raping Jacelyn when she was kills. The complaint referred to Rundstrom-Wooding and Brower as a couple, and says Jacelyn was one of Brower's extended family members.
