An arrest has been made after an 11 year old girl in Chenango County was found dead- the victim of a murder.State Police say they've arrested 36 year old James Brower of Norwich and have charged him with First Degree Murder and he's being held without bail.
State Police are being tight lipped about the case, but on Sunday they were called to a Norwich home where they found 11 year old Jacelyn O'Connor in cardiac arrest and she was pronounced dead. Troopers later determined that the young girl was the victim of a homicide. State Police won't say why the victim was in cardiac arrest or how Brower allegedly killed her.
