Fulton, N.Y. – A physician's office manager in Fulton faces federal charges for billing thousands of dollars in medical services when no doctor was in the office.

The FBI says Dr. Mahesh Kuthuru's unlicensed, non-medical staff routinely conducted drug screenings and prescribed narcotics to patients while the physician lived in another state.  Bonnie Meslin was indicted on health care fraud charges.  She's accused of submitting bills as if Dr. Kuthuru had provided health care at Upstate Pain Management from January of 2010 to June 2011.  Kuthuru as yet has not been charged. Assistant US Attorney John Katko says the investigation is continuing.
