Upstate New York's Excellus Blue Cross Blue Shield claims it provides good value for every premium dollar, and can prove it.
Excellus reports that they provide at least 91 percent of every premium dollar in health care benefits. Federal and state standards call for a minimum return of 82 percent of premiums for individual and small group policies and 85 percent of premiums for large groups. That translates into $3.2 billion in medical benefits paid out of $3.6 billion in premiums. Excellus says being a non-profit insurer helps them control costs, since there are no shareholders that must be paid.
