Onondaga County Sheriff Kevin E. Walsh reports that a Clay man is back in police custody after being apprehended in a London airport on Saturday.

47 year old Tobias Bowen of Norstar Blvd, Liverpool had been on the run from authorities since 2010 after being charged with the felonies of Rape in the 3rd degree.

 

Bowen initially posted bail after his arrest, but then decided to flee to his native country of Liberia.

Since Bowen’s disappearance, Sheriff’s detectives assigned to the U.S. Marshals Fugitive Task Force, along with members of the U.S. Marshals, launched an investigation into Bowen’s whereabouts and were able to track his travels to Liberia and the United Kingdom.

 

With the assistance from the U.S. Marshals International Investigations Branch, it was learned that Bowen was to arrive in London on Saturday. With that information, through the cooperative effort of the Department of State, Dept. of Justice/Office of International Affairs and the Onondaga County District Attorney’s Office, authorities apprehended Bowen in a London airport after he got off an airplane.

Bowen is awaiting extradition back to the United States where he will eventually face several felony related sex offense charges and an endangering the welfare of a child charge.
